Checklist for a Complete Institutional Eligibility Request

Supporting Documents University College
A written request signed by the President/principal or delegate of your institution, specifying the type of eligibility requested: a) university; b) college; or, in special cases, c) for access to the College and Community Innovation Program only. X X
A brief overview of the institution, including the programs offered, the areas of research and the number of students and faculty. X X
Letters from the Deans of Graduate Studies of three or more NSERC-eligible Canadian universities, affirming that your institution’s degrees are acceptable for direct admission into their own postgraduate programs without the necessity of a period of qualifying study. X Not applicable
A statement affirming the institution’s commitment to research, accompanied by supporting documents such as section(s) of the mission statement, the institution’s policy on research. X X
A statement affirming that the institution will provide basic facilities and services, including space, to allow its faculty to conduct research. Please include a brief description of these facilities and services, and the general terms for their use and availability. X X
A statement affirming that the institution will absorb the indirect costs of research undertaken through NSERC grants. Please provide a statement on the current situation, if relevant, indicating that the institution understands and abides by the policies and regulations presented under the Responsibilities and Accountability in the Tri-Agency Financial Administration Guide. X X
A statement affirming that the institution will sign, and adhere to, the Memorandum of Understanding (MOU) on the Roles and Responsibilities in the Management of Federal Grants and Awards. X X
Research Involving Animals – A statement affirming which of the options described in article 5.3. Ethics Review of Research Involving Animals of the MOU applies to the institution.

2. If you select Option 2 (animals are not used for research, teaching or testing), a statement affirming that Option 2 applies and that the institution acknowledges that, as of the date of signing the MOU, it does not have animal facilities and does not carry out research, teaching or testing on animals. In the event that the institution intends to carry out such research, it will promptly inform NSERC and will make all necessary arrangements to comply with, and will be bound by, the guidelines set out in Schedule 3: Ethical Review of Research Involving Animals. Research Involving Biohazards – A statement affirming which of the options described in article 5.13. Research Involving Biohazards of the MOU applies to the institution.
1. If you select Option 1 (biohazards are used in research), a statement affirming that Option 1 applies and that the institution agrees to adhere to the guidelines set out in Schedule 13: Research Involving Biohazards is required. X X

If you select Option 2 (biohazards are not used in research), a statement affirming that Option 2 applies and that the institution acknowledges that, as of the date of signing the MOU, it does not carry out research involving biohazards. In the event that the institution intends to carry out such research, it will promptly inform NSERC and will make all necessary arrangements to comply with, and will be bound by, the guidelines set out in Schedule 13: Research Involving Biohazards. Financial Questionnaire – A completed Federal Agencies Grant and Award Management Questionnaire. X X
Policy on Integrity in Research and Scholarship – A copy of the institution’s policy that adheres to the Tri-Council Policy Statement: Integrity in Research and Scholarship and its framework. X X
Policy on Conflicts of Interest in Research – A statement affirming that this policy is in place at the institution. X X
Research Involving Humans
Note: A second edition of the This link will take you to another Web site Tri-Council Policy Statement (TCPS): Ethical Conduct for Research Involving Humans is forthcoming with an expected release date of December 2010. Revised guidance on supporting documentation will be provided at that time.
1. If an institution conducts research involving humans:
 
  • a copy of the institution’s policy on the ethics of research involving humans that adheres to the This link will take you to another Web site Tri-Council Policy Statement (TCPS): Ethical Conduct for Research Involving Humans as the minimum standard (covering the institutional policy elements of at least sections 1 and 2 of the TCPS); OR
  • If your institution has arranged to use the policy and process of another eligible Canadian institution to conduct your institution’s ethics reviews, or to serve as your institution’s appeal board, please include:
  • a formal written agreement with another eligible institution (duly signed by the two institutions) reflecting the details of the arrangement with the other institution.

2. If an institution does not conduct research involving humans:
 
  • In cases where an institution does not conduct any research involving humans, and does not have a policy that adheres to the This link will take you to another Web site Tri-Council Policy Statement (TCPS): Ethical Conduct for Research Involving Humans at the time of applying for institutional eligibility, the institution has up to one year from the date of signing the MOU to put in place a policy or a formal written agreement with another institution that adheres to the TCPS.

  • Please include a statement indicating that none of the research currently conducted under the institution’s auspices or jurisdiction, or by its members, falls within the purview of the TCPS and that, until the approved policy or written agreement is in place, the institution agrees that it will not allow the conduct of research involving humans under its auspices or jurisdiction or by its members and will not submit any applications to NSERC for research involving humans.

A statement affirming that the institution agrees to abide by the policies on radioactive materials, research in the Yukon Territory, the Northwest Territories and Nunavut, etc., as detailed in the Requirements for Certain Types of Research in the Program Guide for Professors. X X
A statement affirming that the institution has effective safeguards in place to protect the sensitive information entrusted to it by NSERC for administering applications and awards. X X
