GENERAL INFORMATION

Important: Form 183B must be completed using the NSERC On-line System, printed and sent to NSERC by mail.

Presentation Standards

You are responsible for submitting a complete application that conforms to the presentation standards established by NSERC. Incomplete applications and applications that do not meet the presentation standards may be rejected, or be at a disadvantage, in comparison with those that are complete and respect the presentation standards.

Clearly mark sensitive information as "Protected" or "Confidential." Alternatively, include a memo or covering letter with your application describing the particular information you consider sensitive and the injury that would result from its disclosure.

APPLICATION INSTRUCTIONS

Form 183B, Part I, needs to be completed only once by the organization. However, Part II, as well as a description of the organization’s R&D programs, must be completed for each specific subsidiary, branch, division or location of the organization for which organization eligibility is being sought. The financial information (if it is the same for the entire organization) only needs to be submitted once. Any NSERC program award quotas that exist are for all locations of an organization combined, and the organization must decide how to divide the quota among each eligible location.

APPLICATION PROFILE

PART I

PROGRAM FOR WHICH ELIGIBILITY IS BEING REQUESTED

Check the boxes for all the programs for which eligibility is being requested. Eligibility is normally approved for a six-year period unless the organization undergoes a major restructuring, or there are concerns regarding the organization that require monitoring. Consult the Eligibility Criteria for Organizations for more information.

If your application for eligibility is approved for the IRDF, IPS or the Industrial USRA programs, your organization’s name and contact information will appear on the List of Eligible Organizations on NSERC’s Web site. If you do not want your organization to appear on this list, please check the box.

GENERAL INFORMATION ON THE ORGANIZATION

The information provided in this section should apply to the organization as a whole. Information specific to the location, subsidiary, division or branch requesting eligibility (if the organization has multiple sites) is requested in other sections of the application.

Consult the NSERC Code Tables to find the appropriate Industry/Product and Services Codes.

Provide the name and position of the person at the organization whom NSERC should contact, if necessary, regarding the application, and for future communications regarding NSERC’s Industrial R&D Fellowships (IRDF), Industrial Postgraduate Scholarships (IPS) and Industrial Undergraduate Student Research Awards (USRA) programs.

ADDRESSES

Provide the complete mailing address for the organization and a separate mailing address for the contact person if different from the organization’s address. For the IRDF and USRA programs, the mailing addresses must be in Canada.

ADDITIONAL ORGANIZATION INFORMATION

Organizations answering Yes to any of these questions must provide additional information as indicated in the particular question.

GOVERNMENT SUPPORT

Provide the operational budget of your organization (regardless whether the organization has received government support).

Specify the source, nature and amount of all government assistance received in the past two years (R), or for which you have applied in the current fiscal year (A). All information must be based on the organization's fiscal year. Do not include Scientific Research and Experimental Development (SR & ED) tax credits, or government contract research.

PART II

FACILITIES

Organizations answering Yes to any of the questions regarding the location must provide details concerning rental, licensing and administrative arrangements.

Because the IRDF, IPS and the Industrial USRA programs are meant to provide students and recent doctoral graduates with experience in a non-university setting, organizations answering Yes to the last question in this section should clearly explain how the organization would provide award recipients with suitable non-university R&D experience.

PERSONNEL

Provide a breakdown of staff for the current and previous year, by education level, at the specific subsidiary, branch, division or location for which eligibility is currently being sought. The numbers provided should indicate the number of full-time employees paid by your organization.

ANNUAL R&D EXPENDITURES

Provide the total R&D operating budget for the previous and current year at the specific subsidiary, branch, division or location. Do not include Scientific Research and Experimental Development SR & ED tax credits in the annual R&D expenditures budget.

R&D ACTIVITIES

Consult the NSERC Code Tables to find the appropriate Research Subject Codes.

Note: The Research Subject Codes collected are included in the List of Eligible Organizations on NSERC’s Web site. The list is provided to assist potential applicants in finding organizations that are undertaking research in their field of interest and to provide a service to participating organizations. If you do not want your organization to appear on this list, please check the appropriate box when completing Form 183B.

R&D PROGRAMS

Attach a brief statement of your organization R&D objectives at the specific subsidiary, branch, division and location for which eligibility is currently sought, and a short description of the R&D programs, providing information typical of ongoing or planned projects (maximum three pages).

FINANCIAL STATEMENT

For all organizations applying for eligibility only to the Industrial USRA Program:

  • Provide a letter, signed by the CFO or financial authority for the organization, confirming the commitment of funds towards any awards made and stating that participation in the program would not result in any hardship to the organization.

For publicly-traded organizations applying for eligibility to either the IPS or IRDF programs:

  • Provide a copy of your organization’s financial statements for the most recent and complete year. Please note that unaudited statements are accepted.

For privately-held organizations applying for eligibility to either the IPS or IRDF programs:

  • Provide a copy of your organization’s financial statements for the most recent and complete year. Please note that unaudited statements are accepted.

or

  • Provide a letter, signed by a certified accountant, confirming the commitment of funds towards any awards made and stating that participation in the program(s) would not result in any hardship to the organization.

Note that in the latter case, NSERC may request further financial information during the evaluation process.

SIGNATURES

What do the signatures on the application mean?

The signature of an authorized representative of the organization and/or the specific subsidiary, branch, division and location confirms that the organization and/or the specific subsidiary, branch, division and location:

  • certifies that the information provided in the application is true, complete, accurate and consistent with organizational and NSERC policies to the best of the organization's knowledge;
  • understands the Access to Information Act and the Privacy Act (including the Use and Disclosure of Personal Information Provided to NSERC) as they pertain to the application information;
  • consents to the sharing of applications between NSERC and an eligibility review committee comprised of NSERC senior managers and a National Research Council Industrial Research Assistance Program representative;
  • agrees to comply with the Tri-Council Policy Statement: Integrity in Research and Scholarship;
  • agrees to comply with the policies and guidelines described in the Requirements for Certain Types of Research, including:
    • research involving humans,
    • research requiring human pluripotent stem cells,
    • research requiring the use of animals,
    • research involving controlled information,
    • research involving biohazards,
    • research involving radioactive materials,
    • research activities having potential effects on the environment,
    • other related policies;
  • accepts that non-compliance with any of these policies and guidelines may result in actions by NSERC, including the disentitlement from eligibility for future funding.

Original signatures are required when submitting Form 183B.

Use the following list to make sure your application is complete.

  • Form 183B (One copy of page 1 for the entire organization and a copy of page 2 for each location requesting eligibility)
